MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES February 19,2024 THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: February 19, 2024 at Hillsborough Commons. BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Jane Garrett, Ann Wilkerson, Oscar Fleming, Chris Barnes and Sally Green GUEST: None. BOARD OF SOCIAL SERVICES MEMBERS ABSENT: None. STAFF PRESENT: Nancy Coston, Social Services Director; Lindsey Shewmaker, Human Services Manager; Crystal Mitchell, Human Services Manager; Rebekah Rapoza, Budget Officer; and Sharron Hinton, Human Services Manager I. Call to Order and Introductions DSS Chair, Jane Garrett, called the meeting to order at 4:04 pm. II. Board Comments Jane Garrett noted that she presented to the Board of County Commissioners and thought it went well. She also thanked Lindsey Shewmaker for her assistance. III. Public Comments None. IV. Agenda Changes None. V. Action Items On a motion by Ann Wilkerson, the Board approved the minutes of January 15, 2024. Oscar Fleming seconded the motion. The motion was carried without dissent. VI. Items for Discussion and/or Decision 1. Preliminary Budget for FY2024-25 Rebekah Rapoza presented the budget highlights for FY2024-25. While the budget submission deadline is normally this Friday, DSS gets extended time to allow for incorporation of the State budget estimates. Ms. Rapoza presented highlights by program area. Oscar Fleming asked what the overall increase will look like and whether staff expect the County to be supportive of the request. Nancy Coston responded that there will be an increase to the base budget based on the step-plan going into effect at the end of last fiscal year. The attorney and in- home aide contracts are also likely to have sizable increases based on the bids. 2. Outside Agency Requests 1
