MINUTES <br />ORANGE COUNTY BOARD OF SOCIAL SERVICES <br />May 20, 2024 <br />1 <br /> <br /> <br />THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: May 20, 2024 at Hillsborough <br />Commons. <br /> <br />BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Jane Garrett, Ann Wilkerson, Sally Greene and <br />Chris Barnes <br /> <br />GUEST: None. <br /> <br />BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Oscar Fleming. <br /> <br />STAFF PRESENT: Nancy Coston, Social Services Director; Crystal Mitchell, Human Services Manager; <br />Rebekah Rapoza, Budget Officer; Kim Lassiter Fisher, Adult Services Supervisor; and Charlie Williams, Adult <br />Services Social Worker <br /> <br />I. Call to Order and Introductions <br /> <br />DSS Chair, Jane Garrett, called the meeting to order at 4:06 pm. <br /> <br />II. Board Comments <br /> <br />Ann Wilkerson and Jane Garrett attended the foster parent event and thought it was very well <br />organized and the staff did a fantastic job entertaining the kids and foster parents. Hats off to FRIENDS <br />of DSS who provided a nice arrangement of gifts. <br /> <br />III. Public Comments <br /> <br />None. <br /> <br />IV. Agenda Changes <br /> <br />None. <br /> <br />V. Action Items <br /> <br />On a motion by Chris Barnes, the Board approved the minutes of April 15, 2024. Ann Wilkerson <br />seconded the motion. The motion was carried without dissent. <br /> <br />VI. Items for Discussion and/or Decision <br /> <br />1. Adult Services <br /> <br />Kim Lassiter Fisher gave an overview of the mandated and optional programs that the Adult <br />Services unit operates. Mandated programs include Adult Protective Services, Placement Services, <br />Guardianship, and Adult Care Licensing. Optional programs include In-Home Aide, Community <br />Alternatives Program (CAP) for Disabled Adults, On-Call, and Special Assistance In-Home (SAIH). <br /> <br />Charlie Williams presented on the mandated role of the Adult Care Home Specialist. He gave an <br />overview of the various types of care homes and level of services provided, operating requirements, <br />current licensed facilities, licensing monitoring schedule, and the role as a monitor and investigator. <br />
