MINUTES <br />ORANGE COUNTY BOARD OF SOCIAL SERVICES <br />February 19, 2024 <br />1 <br /> <br /> <br />THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: February 19, 2024 at <br />Hillsborough Commons. <br /> <br />BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Jane Garrett, Ann Wilkerson, Oscar Fleming, Chris <br />Barnes and Sally Green <br /> <br />GUEST: None. <br /> <br />BOARD OF SOCIAL SERVICES MEMBERS ABSENT: None. <br /> <br />STAFF PRESENT: Nancy Coston, Social Services Director; Lindsey Shewmaker, Human Services Manager; <br />Crystal Mitchell, Human Services Manager; Rebekah Rapoza, Budget Officer; and Sharron Hinton, Human <br />Services Manager <br /> <br />I. Call to Order and Introductions <br /> <br />DSS Chair, Jane Garrett, called the meeting to order at 4:04 pm. <br /> <br />II. Board Comments <br /> <br />Jane Garrett noted that she presented to the Board of County Commissioners and thought it went well. <br />She also thanked Lindsey Shewmaker for her assistance. <br /> <br />III. Public Comments <br /> <br />None. <br /> <br />IV. Agenda Changes <br /> <br />None. <br /> <br />V. Action Items <br /> <br />On a motion by Ann Wilkerson, the Board approved the minutes of January 15, 2024. Oscar Fleming <br />seconded the motion. The motion was carried without dissent. <br /> <br />VI. Items for Discussion and/or Decision <br /> <br />1. Preliminary Budget for FY2024-25 <br /> <br />Rebekah Rapoza presented the budget highlights for FY2024-25. While the budget submission <br />deadline is normally this Friday, DSS gets extended time to allow for incorporation of the State <br />budget estimates. Ms. Rapoza presented highlights by program area. <br /> <br />Oscar Fleming asked what the overall increase will look like and whether staff expect the County to <br />be supportive of the request. Nancy Coston responded that there will be an increase to the base <br />budget based on the step-plan going into effect at the end of last fiscal year. The attorney and in- <br />home aide contracts are also likely to have sizable increases based on the bids. <br /> <br />2. Outside Agency Requests <br />
