MINUTES <br />ORANGE COUNTY BOARD OF SOCIAL SERVICES <br />January 23, 2023 <br />2 <br /> <br />the proposed contracts for next year. There are not many changes anticipated. She also reviewed <br />the agency’s expected grants for next year. One of the major changes is in the WIOA grant <br />process. One provider cannot apply to run both programs starting next year. This is likely to impact <br />staffing and revenue for Orange County. <br /> <br />3. Annual Report and Work Plan <br /> <br />Lindsey Shewmaker presented the draft annual report and work plan for 2022/2023 based on <br />discussions from the December meeting. <br /> <br />4. Food and Nutrition Services Changes and the Public Health Emergency <br /> <br />Lindsey Shewmaker discussed the ending of FNS supplements in March and shared data on FNS <br />cases and supplement amounts. <br /> <br />5. Community Child Protection Team Annual Report <br /> <br />Brittany Mann presented the 2022 Annual Report for the Orange County Community Child <br />Protection Team. The 1991 General Statute 7-B-Article 14 of the North Carolina Juvenile Code <br />established a Community Child Protection Team (CCPT) in every county in North Carolina to review <br />active cases as selected by the team in which abuse, neglect or dependency is found. Each local <br />team consists of representatives of public and nonpublic agencies in the community such as law <br />enforcement, Guardian Ad Litem, health departments, among others that provide services to <br />children and their families. <br /> <br />The case reviews are to ensure that families have resources available to them, to enhance their <br />ability to provide safe environments for their children, to inform the community regarding child <br />protection issues that impact the ability of families to protect their children, to facilitate collaboration <br />of team and community resources in order to protect vulnerable children, and to make <br />recommendations for legislative changes. <br /> <br />The team met five times in 2022 to discuss issues and make recommendations. The report needs <br />to be referred to the Board of County Commissioners. <br /> <br />Ann Wilkerson voted that the report be referred to the Board of County Commissioners. Pat <br />Garavaglia seconded the motion. The motion was carried without dissent. <br /> <br />6. Director’s Report <br /> <br />There are currently 24 vacant positions in the agency. <br /> <br />Nancy Coston has been appointed the Commissioner’s Opioid task Force. <br /> <br />VII. Announcements <br /> <br />Ann Wilkerson moved to adjourn the meeting at 5:29 pm. Jane Garrett seconded the motion.
