3 <br />Orange County <br />Housing and Community Development <br />Date: November 4, 2005 <br />To: Orange County Board of Commissioners <br />John M, Link, Jr., County Manager <br />From: Project Review and Selection Committee <br />Subject: Land Banking Application dated September 9, 2005 <br />The Project Review and Selection (PRS) Committee has reviewed the above referenced <br />application regarding the purchase of property on Purefoy Road in the Rogers Road <br />community in Chapel Hill, The following details the committee's recommendation for <br />bond funding for this project based on the original application, the past-review <br />recommendation conference, and additional application material dated October 20, <br />2005. <br />The Committee met with Susan Levy, Executive Director of Habitat for Humanity on <br />October 25, 2005 and shared the following recommendation,. <br />Specifically, the Committee recommends providing bond funds for this land acquisition in <br />the amount of $205,000 with the following conditions. <br />1. There should be formal evidence of an agreement with the seller regarding the <br />disposition of the two lots that are currently planned far resell to the owner once <br />Habitat has subdivided the lots, The agreement must consider the <br />consequences of purchase and non-purchase in a manner that ensures that the <br />current tenant is not displaced without adequate replacement housing. <br />2. Habitat should seek community involvement in the planning of the proposed <br />housing development on the site,. <br />Additionally, all bond awards require, at a minimum, an appraisal, title opinion, a site <br />inspection, and survey as well as a satisfactory Phase I environmental report, before the <br />award can be granted.. We have received the title opinion and environmental report and <br />they are currently under review by county staff- <br />If you have additional questions, please feel free to Tara L..
