As required by the Orange County Housing Bond Policy, the Project Review and Selection <br />(PRS) Committee held apre-application conference with staff from Habitat to discuss the <br />proposed application, reviewed the submitted application, and then met with the organization to <br />discuss the committee's funding recommendation. Members of the Project Review and <br />Selection Committee include: County Staff Members: Gwen Harvey, Ken Chavious, Paul <br />Thames, Craig Benedict, Perdita Holt, and Tara Fikes; Commissioners Valerie Foushee and <br />Barry Jacobs; and Affordable Housing Advisory Board Members Barbara Mull, .labrina <br />Robinson, and Allan Rosen. The Committee also includes representatives from the Towns of <br />Carrboro, Chapel Hill, and Hillsborough in the person of James Harris, Loryn Barnes, and <br />Margaret Hauth respectively. <br />After review of the application as well as supplemental material submitted by Habitat the <br />Committee recommends the allocation of up to $205,000 in housing bond funds to assist in the <br />purchase of the Purefoy Road properties with the following conditions: <br />1. Habitat should engage the local community during the development planning phase. <br />2. A written agreement with the seller that ensures the current tenant on the property is not <br />displaced by the proposed development. <br />Attached to this abstract is the detailed recommendation from the committee. <br />FINANCIAL IMPACT: There is currently approximately $482,570 available for the Land <br />Banking Program from the FY 1997 and 2001 Affordable Housing Bond Programs. This <br />expenditure will leave a balance of $277, 570. <br />RECOMMENDATION (S): The Manager recommends that the Board award housing bond <br />funds in the amount of $205,000 to Habitat for Humanity to purchase land on Purefoy Drive in <br />the Rogers Road community in Chapel Hill and authorize the Manager in consultation with the <br />County Attorney to enter into a Development Agreement detailing the conditions of award. <br />
