Fikes, ext 2490 <br />PURPOSE: To consider awarding housing bond funds in the amount of $205,000 to Habitat for <br />Humanity to purchase land on Purefoy Drive in the Rogers Road community in Chapel Hill and <br />authorize the Manager in consultation with the County Attorney to enter into a Development <br />Agreement detailing the conditions of award. <br />BACKGROUND: In June 2004, the Board of County Commissioners (BOCC) approved a <br />revision to the Affordable Housing Bond Policy that incorporated a Land Banking Program that <br />provides the opportunity for local organizations to utilize bond money to purchase land that <br />becomes available in the community prior to the establishment of a firm development plan, A <br />total of $612,500 ($352,500 in FY 1997 Housing Bond funds and $260,000 in FY 2001 Housing <br />Bond funds) was allocated for this program, <br />An application for Land Banking funds was received on September 9, 2005 from Habitat for <br />Humanity requesting $205,000 to purchase three parcels of property on Purefoy Road in the <br />Rogers Road community of Chapel Hill, The property is vacant with the exception of the <br />presence of one mobile home currently occupied by the seller's son, Attached to this abstract <br />are two maps highlighting the location of the property. Habitat has plans to construct a total of <br />22 single-family dwellings on this property by December 31, 2010. <br />This property is in the Chapel Hill planning jurisdiction near the Rusch Hollow subdivision <br />currently under construction by Habitat far Humanity and adjoins a 6.75 acre tract currently <br />owned by Habitat for Humanity. Preliminary plans include the provision of public water and <br />sewer provided by the Orange Water and Sewer Authority by extension from Rusch Hollow to <br />serve this property, (See Water-Sewer Map) Additionally, this neighborhood is in an area that <br />the Town of Chapel Hill has targeted for a Small Area Plan to be developed beginning in the <br />Summer of 2006, <br />
