55 <br /> 1 The Town of Chapel Hill would contribute $30,000 annually, and the Town of Carrboro would <br /> 2 contribute $20,000 annually. Both of those commitments would be for three years. <br /> 3 <br /> 4 The Board asked that staff create a contract for these services. The term of the contract is July <br /> 5 1, 2024 through June 30, 2027 and would require the County to contribute $30,000 annually <br /> 6 during the three-year term. <br /> 7 <br /> 8 Based on feedback from the Board, the contract contains the following features: <br /> 9 <br /> 10 1. Expands the scope of the populations served to include individuals with disabilities. <br /> 11 <br /> 12 2. Information to small business owners, local farms, and food processing ventures about the <br /> 13 County's Small Business Grant &Agriculture Grant programs. <br /> 14 <br /> 15 3. Introduction to the County's small business assistance counselors, including Durham <br /> 16 Technical Community College's "Small Business Center", the LAUNCH Chapel Hill tech <br /> 17 incubator, the Small Business Technology Development Center(SBTDC), SCORE mentors, <br /> 18 the Piedmont Food Processing Center, EMPOWERment, Inc. & Brightpath Solutions, the <br /> 19 North Carolina Department of Administration's "N.C. Minority Business Development Agency <br /> 20 Business Center", the U.S. Small Business Center, and the Self-Help Credit Union. <br /> 21 <br /> 22 4. Referrals to Orange County Economic Development and the Towns' economic development <br /> 23 staff to locate suitable real estate locations. <br /> 24 <br /> 25 5. Coordination of workforce development and talent access strategies with the Orange County <br /> 26 Department of Social Services, NC Works/Skills Development Center office, and Durham <br /> 27 Technical Community College. <br /> 28 <br /> 29 6. Introduction of agricultural ventures to Orange County Cooperative Extension for direct <br /> 30 assistance. <br /> 31 <br /> 32 7. Seek and incorporate feedback from Orange County Economic Development, Chapel Hill <br /> 33 Economic Development, and Carrboro Economic Development offices. <br /> 34 <br /> 35 8. Provide annual reports to the Orange County Board of County Commissioners and more <br /> 36 regular reports to the County Manager and economic development staff. <br /> 37 <br /> 38 The Board decided not to discuss the item and moved forward with taking action on the <br /> 39 item. <br /> 40 <br /> 41 A motion was made by Chair Bedford, seconded by Commissioner Richards, to approve <br /> 42 and authorize the Manager to sign the contract with The Chamber for a Greater Chapel Hill- <br /> 43 Carrboro for Community Advocate services that will support existing enterprises and new <br /> 44 business starts in Orange County that are owned by Black, Latine, and refugee individuals as well <br /> 45 as individuals with disabilities. <br /> 46 <br /> 47 VOTE: UNANIMOUS <br /> 48 <br /> 49 7.
