53 <br /> 1 Travis Myren said specific project approval would not happen until the actual year of <br /> 2 appropriation. He said that approval of the plan does not automatically appropriate funds for <br /> 3 projects. <br /> 4 Chair Bedford said that we want a plan that follows the Woolpert principles, but that we <br /> 5 want to remain flexible. <br /> 6 Commissioner Hamilton said the discussion makes it clear that as commissioners, they <br /> 7 will be focused on projects. She said there may be changes, but if the project does not fit, it would <br /> 8 not be funded. She said it is important that their intent happens, but they have to be flexible when <br /> 9 projecting out in the future. <br /> 10 Chair Bedford said they want to be clear that the split in the amounts for each district are <br /> 11 firm, even if projects come in over budget. She asked that be clear in any communications. <br /> 12 Travis Myren clarified that if they want dollar values or percentage splits. <br /> 13 Commissioner McKee said it needs to be project based since that is what they have <br /> 14 decided. <br /> 15 Chair Bedford said the money will not change even if projects come in over budget. <br /> 16 Commissioner Hamilton said there is a dollar amount split for the bond, and a dollar <br /> 17 amount split for the total funding. She asked if they needed both of those. <br /> 18 Travis Myren said the only amount that is being set right now is the bond amount. He said <br /> 19 based on annual funding decisions the other amounts for recurring capital. <br /> 20 Commissioner Richards said Article 46 could change. <br /> 21 Commissioner Hamilton said Article 46 is outside of that and she understands that pay-go <br /> 22 may change overtime. <br /> 23 Travis Myren said they will set a not-to exceed for the bond. <br /> 24 Commissioner McKee said since they had not set a dollar amount for the other funds that <br /> 25 it would remain on the percentage. <br /> 26 Travis Myren said his understanding is that the bond amounts will be specified by dollar <br /> 27 amount and then everything else by project so they will know what specific dollars are associated <br /> 28 with the projects. <br /> 29 Commissioner McKee said he wants to make sure it is proportionate for both school <br /> 30 systems. <br /> 31 Commissioner Richards said both are ADM and the only difference is with or without <br /> 32 charters. She said that is what they have decided. <br /> 33 Commissioner McKee said that is what he heard but he wants to make sure. <br /> 34 Vice-Chair Greene asked what they discussed on other projects. <br /> 35 Commissioner Richards said that projects are pay-go and not proportionate to ADM. <br /> 36 Commissioner Hamilton said it is specified in slide #3 it was listed as by major projects. <br /> 37 <br /> 38 PUBLIC COMMENTS: <br /> 39 Leah Milks said that she is with McDougle schools. She said that one of the very first <br /> 40 projects is to build the new middle school and that will start to dismantle the schools. She said the <br /> 41 elementary school will be divided into four to five different schools. She said that is the factor that <br /> 42 brings them to the table. She said if this plan does not change, when the proposals come to the <br /> 43 commissioners for project approval, that they really consider the disruption to students. <br /> 44 Heather Kenneally said that the Board should take their time because Woolpert is a <br /> 45 consultant that knows the buildings but they do not know the schools. She said that in 2022 there <br /> 46 was a proposed capital investment plan, and the schools were ranked. She said that Culbreth <br /> 47 and McDougle Middle were not on the list. She said that the people that work in their facilities <br /> 48 know their schools. She said that the Orange County Schools Public Facilities Ordinance shows <br /> 49 that there is not a need for a new elementary or middle school for the next ten years. She said <br /> 50 that no one was talking about it until now. She said their power is in the framework. She said that <br /> 51 teachers will be impacted. <br />
