He said the reoccurring capital policy funding formula did not change and it still includes
charter students.
Commissioner Richards asked if that is the current policy for reoccurring capital. She
clarified that only Article 46 is without charter students.
Travis Myren said that it is the current policy, and it could be changed at any time, but
based on the Board's current policy, the Article 46 is the only thing that does not include charter
students.
Commissioner Richards said there were actions before Woolpert. She said it is informative
to include the conditions that drove the county to ask Woolpert to assess the facilities. She asked
for a statement that explains how the county got there. She said that it would be informative for
everyone.
Travis Myren said there had been studies and discussions about estimates of the need
well before they were hired.
Chair Bedford said there was also a school's facilities task force.
Commissioner Richards said it has been two years of struggling through.
Commissioner McKee said that also goes back to the previous bond.
Chair Bedford said it goes back to 2013 for studies that the school systems provided.
