He said the regulation could be amended should the
need arise.
Commissioner Fowler said she appreciated everyone who worked on the language. She
said she hopes it serves as a model for the towns within Orange County. She asked the Clerk to
the Board to share the language with the town clerks.
Commissioner Hamilton said it is an important issue. She said that other communities
included halfway housing and residential rehabilitation support facilities. She asked why the
county's proposal did not include those.
Cy Stober said they are uncommon uses, but they could be included with a friendly
amendment. He said there are group homes in Orange County.
Commissioner Hamilton made a friendly amendment to include those kinds of facilities.
Commissioner McKee seconded the friendly amendment.
Chair Bedford asked for the definition of those facilities.
Cy Stober said it would be family care facilities and group homes.
Chair Bedford clarified that it could be for any kind, whether it is IDD or prison release.
Cy Stober said it is not defined at that level in the LIDO.
Commissioner Fowler asked if those would be included in residential.
Cy Stober said they are. He said that group homes are special uses in residential, so it is
all permitted and captured in the UDO.
Chair Bedford said that the friendly amendment would not be needed since it is already
captured in the LIDO.
Cy Stober said yes.

A motion was made by Commissioner McKee, seconded by Commissioner Fowler, to
open the public hearing.

VOTE: UNANIMOUS
