He said it would also cover
small shopping outlets or office uses.
Commissioner Portie-Ascott asked how the Ruritan Club membership has become more
diverse.
Anthony Cecil said they have more Hispanic, Black and female members. He said that
as the group has grown, they can do more in the community.
Anthony Cecil added that the property has never been a residence, despite the current
zoning. She asked
if any other proposals would come back to the Board with the rezoning.
Cy Stober referred to the chart on slide #12. He said that it would not come back to the
Board.
Commissioner Richards asked if the proposal increases the amount of impervious surface.
Cy Stober said that most of the property is already impervious surface and development
of that area would not create new runoff.
Vice-Chair Greene said she would like to hear from the applicant about their plans for
remaining a Ruritan club and what would happen if they do not exist.
Anthony Cecil said it is in their by-laws that if the Ruritan club is dissolved, the property is
to go to area churches so it could still be used as community property. He said they have no
intention of disbanding.
Jana Murdock-Doherty said it is currently a growing club with new members joining
regularly.
Vice-Chair Greene said she just wanted to clarify the intention with the property.
Chair Bedford asked if it is possible that the Ruritan club could sell the property, and the
zoning would remain commercial.
Cy Stober said that was correct.
Commissioner McKee asked if the property has ever been used for anything other than
community service and if there has ever been discussion for using the property for a for-profit or
commercial venture.
Anthony Cecil said no, the ATM is the only thing that has been discussed and that has
been discussed as a benefit to the community. He said that the ATM would probably be a State
Employees' Credit Union, and currently there are no major ATM sites between Churton Grove in
Hillsborough and downtown Mebane.
