1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 17, 2024 <br /> Action Agenda <br /> Item No. 8-i <br /> SUBJECT: Marketing Communications Management Agreement with Clean, Inc. <br /> DEPARTMENT: Economic Development/Visitors <br /> Bureau <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> October 1, 2024 through September 30, Laurie Paolicelli, 919-245-4322 <br /> 2025 Agreement Between the Chapel <br /> Hill/Orange County Visitors Bureau <br /> and Marketing Agency, Clean, Inc. <br /> PURPOSE: To approve a professional services agreement for tourism marketing and advertising <br /> with Clean, Inc. <br /> BACKGROUND: The Visitors Bureau has maintained an advertising agency contract for twenty- <br /> three years to accomplish media buying and online campaign work for Orange County with the <br /> goal of growing demand for tourism and conferences which strengthens economic impact. Orange <br /> County's tourism economy grew to pre-pandemic levels in the year 2023-2024 fiscal year. <br /> Although an economic slowdown is anticipated later this year and travel spending will not be <br /> immune to the reduction in consumer spending, Orange County's occupancy tax revenues will <br /> remain on par with previous year's demand. <br /> FINANCIAL IMPACT: The contract cost for FY 2024-25 is $619,440. This amount is included in <br /> the FY 2024-25 approved budget and no further appropriation of funds beyond what has <br /> previously been approved is needed. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 6: DIVERSE AND VIBRANT ECONOMY <br /> OBJECTIVE 4. Provide resources to small, creative, and agro-businesses that add <br /> character and quality of life to our community to attract employers, employees, and visitors. <br /> OBJECTIVE 5. Increase access to and awareness of resources and assistance available <br /> to residents and businesses. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the proposed <br /> agreement, that the funds be encumbered out of the 2024-2025 Visitors Bureau budget, and <br /> authorize the Manager to sign the agreement and future amendments within the approved <br /> budgeted amount. <br />
