1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 17, 2024 <br /> Action Agenda <br /> Item No. 8-c <br /> SUBJECT: Annexation of the Piedmont Food Processing Center (PFPC) Property by the <br /> Town of Hillsborough <br /> DEPARTMENT: Asset Management Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Annexation Application Alan Dorman, Asset Management <br /> Services Director, 919-245-2627 <br /> PURPOSE: To approve the submittal of a request that the Town of Hillsborough annex the <br /> Piedmont Food Processing Center property and authorize the Chair to sign the application form. <br /> BACKGROUND: The Piedmont Food Processing Center ("PFPC") is a County-owned facility <br /> located at 500 Valley Forge Road in Hillsborough. The County has a management agreement <br /> with PFPC, a North Carolina non-profit, that manages a shared kitchen incubator for small <br /> businesses selling food-based products. <br /> PFPC is requesting that Orange County seek voluntary annexation of the property as all parcels <br /> on Valley Forge Road have been annexed into the town except this County-owned property. As <br /> an out-of-town parcel, PFPC pays almost double the in-town water rates. Annexation would allow <br /> PFPC to pay the lower in-town water rates and significantly reduce its utility costs, saving between <br /> $9,000 and $11,000 annually. There would be no fiscal impact on the County with annexation. <br /> FINANCIAL IMPACT: There would be no financial impact to the County if the Town of <br /> Hillsborough annexes the PFPC property. <br /> ALIGNMENT WITH STRATEGIC PLAN: There are no Orange County Strategic Plan Goals <br /> applicable to this item. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the <br /> Chair to sign the annexation form requesting the Town of Hillsborough annex the Piedmont Food <br /> Processing Center property. <br />
