He said <br /> 3 that while he attended McDougle Elementary, he was excited about going next door to middle <br /> 4 school. He said he is concerned about the kids currently at the elementary school who might not <br /> 5 get that opportunity. <br /> 6 Cassie Rice said she has children at Glenwood Elementary. She thanked the Board for <br /> 7 pursuing the bond. She said it will affect everyone in the district, not just those in attendance at <br /> 8 the meeting. Zoning Atlas Amendment— 3009 Forrest Ave., Efland, Cheeks Township <br /> 21 The Board held a public hearing, received the Planning Board and staff recommendations and <br /> 22 public comments, closed the public hearing, and approved on an applicant-initiated Zoning Atlas <br /> 23 Amendment to rezone two (2) parcels totaling +/- 9.37 acres (PINs: 9854-18-4217 and 9854-18- <br /> 24 9274) located at 3009 Forrest Ave., Efland, Cheeks Township. <br /> 25 <br /> 26 BACKGROUND: On February 13, 2024, a Conventional Zoning Atlas Amendment application <br /> 27 (Attachment 1) was received proposing to rezone two parcels totaling +/- 9.37 acres at 3009 <br /> 28 Forrest Ave., Efland. The Staff Report in Attachment 2 contains additional information, maps, <br /> 29 and analysis. <br /> 30 <br /> 31 Requirements: As detailed within the Zoning Atlas Amendment application package (Attachment <br /> 32 1), and Section 2.8 of the Unified Development Ordinance (UDO), submittals are required to <br /> 33 contain: <br /> 34 <br /> 35 1. A completed/signed Zoning Atlas Amendment application; <br /> 36 2. A map, at a legible scale, showing the land proposed for rezoning; <br /> 37 3. A detailed narrative denoting the following: <br /> 38 a. The existing zoning of the subject property and the requested zoning, as defined <br /> 39 in Article 3 of the UDO; <br /> 40 b. The current land use designation of the subject property consistent with the Orange <br /> 41 County Comprehensive Plan and Future Land Use Map (FLUM), which can be <br /> 42 accessed utilizing these links. <br /> 43 c. The alleged error in the Zoning Atlas (if any) that will be corrected by the proposed <br /> 44 request; <br /> 45 d. The changed, or changing, conditions (if any)that makes the proposed amendment <br /> 46 reasonable and necessary to promote the public health, safety, and general <br /> 47 welfare; <br /> 48 e. How the proposed amendment is consistent with, or carries out the intent and <br /> 49 purpose of, the Orange County Comprehensive Plan. <br /> 50 4.
