(All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present <br /> 21 except Commissioner McKee. <br /> 22 <br /> 23 Chair Bedford said that a proclamation would be read in honor of Bonnie Hammersley's <br /> 24 upcoming retirement. <br /> 25 <br /> 26 Commissioner McKee arrived at 7:02 p.m. <br /> 27 <br /> 28 The commissioners read the following proclamation in turn: <br /> 29 <br /> 30 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 31 <br /> 32 PROCLAMATION RECOGNIZING AND EXPRESSING GRATITUDE TO <br /> 33 BONNIE HAMMERSLEY, <br /> 34 RETIRING ORANGE COUNTY MANAGER <br /> 35 <br /> 36 WHEREAS, Bonnie Hammersley, after 10 years of dedicated service to the Orange County <br /> 37 community, is retiring July 17, 2024; and <br /> 38 <br /> 39 WHEREAS, prior to joining Orange County in 2014, Ms. Hammersley served as County <br /> 40 Administrator for Muskegon County, Michigan for 5 years, and in several positions in Dane <br /> 41 County, Wisconsin for over 21 years; and <br /> 42 <br /> 43 WHEREAS, during Ms. Hammersley's tenure, the county opened the Rogers Road Community <br /> 44 Center; the Orange County Northern Campus, home to the Bonnie B. Davis Environment and <br /> 45 Agricultural Center, a new parks operations base, and a new county detention center; the Eno <br /> 46 Arts Mill; and Blackwood Farm Park; and <br /> 47 <br /> 48 WHEREAS, Ms. Hammersley led the county through two revaluations, the development of a long- <br /> 49 range financial plan, the transition of mental health/SUD/IDD services to Alliance, an exemplary <br /> 50 response to the COVID-19 pandemic, and the administration of American Rescue Plan Act <br /> 51 funding; and <br />
