Public Comments <br /> 5 <br /> 6 Chair Bedford gave instructions for making public comments during the public hearing. <br /> 7 <br /> 8 A motion was made by Commissioner Fowler, seconded by Commissioner Hamilton, to <br /> 9 open the public hearing on the budget and capital investment plan. <br /> 10 <br /> 11 VOTE: UNANIMOUS <br /> 12 <br /> 13 PUBLIC COMMENTS: <br /> 14 Mia Burroughs said she is a member of the Board of Directors for the Dispute Settlement <br /> 15 Center (DSC). She asked the Board to amend the budget to fully fund the Restorative Justice <br /> 16 Program. She said Restorative Justice is a long-overdue for Orange County courts. She said it <br /> 17 meets victims' needs and is widely supported by judges, district attorneys, and public defenders. <br /> 18 April Scales said she is an author and advocate and spent time in prison herself. She said <br /> 19 her experience has taught her that they need more options. She said that restorative justice is <br /> 20 needed in Orange County. <br /> 21 Layne Guiton, a staff attorney at Carolina Student Legal Services at UNCCH. She said <br /> 22 that she sees many situations that would have better outcomes with restorative justice. She said <br /> 23 that restorative justice is an invaluable tool in the justice system. <br /> 24 Debbie Everly said is the director of Orange County Living Wage. She thanked the County <br /> 25 Manager for recommending funding. She said they have lifted the wages of Orange County <br /> 26 employees by over 3 million dollars since they started the work in 2017. She said this boosts the <br /> 27 lives of the workers and is a direct way to break the poverty cycle. She said that they had their <br /> 28 first financial literacy workshop for employees and have plans for quarterly training. She said this <br /> 29 can be a big help to small businesses. She said they are looking at expanding their DEI training <br />
