CPL Response to RFQ Alan Dorman, AMS Director, 919-245- <br /> 2627 <br /> UNDER SEPARATE COVER <br /> ONLY AVAILABLE ELECTRONICALLY <br /> 4. 239-Page RFQ for Design Services <br /> for Crisis Diversion Facility <br /> T:IAMSICrisis Diversion FacilitVlRFQ <br /> 367-005427 Crisis Diversion Facility <br /> 1 . df <br /> PURPOSE: To review the cost proposal submitted by CPL for design services related to the <br /> construction of the Crisis Diversion Facility, and approve and authorize the Chair to sign the <br /> contract after final review by the County Attorney. <br /> BACKGROUND: The Crisis Diversion Facility is intended to divert individuals experiencing a <br /> behavioral health crisis from hospital emergency departments and the County's Detention Center <br /> by offering 1) behavioral health urgent care services for assessment, stabilization, treatment, and <br /> aftercare planning for patients 4 years old and older; and 2) facility-based crisis services for adults <br /> for longer-term treatment. <br /> In the FY 2023-33 Capital Investment Plan (CIP), the Board approved $2,047,155 for design <br /> services for the Crisis Diversion Facility and $22,952,845 for construction in FY 2024-25. <br /> Additionally, in the FY 2024-34 CIP, the Board approved $1,100,000 to acquire land for the facility. <br /> The County is negotiating to purchase property, but needs to begin design work so construction <br /> can begin in the summer of 2025. The County issued a request for qualifications (RFQ) for the <br /> design and related services for the Crisis Diversion Center, with only one firm, CPL, responding <br /> to the RFQ. CPL was previously selected to perform preliminary and schematic-level design and <br /> analysis services for developing the Crisis Diversion Facility. <br /> CPL's proposal was reviewed by the evaluation committee, consisting of County Manager Travis <br /> Myren; Interim Deputy County Manager Caitlin Fenhagen; Tony Maripietri, Chair of the Crisis <br /> Diversion Facility Subcommittee of the Behavioral Health Task Force; and Asset Management <br />
