36 6 <br />Community Action, Inc., a private, non-profit corporation in the Chapel Hill - Carrboro <br />section of the County, is undertaking programs in the general area of concern to the community con- <br />sultants and could make immediate and effective use of part of the time of such a consultant and staff. <br />Other agencies in the County, either now or in the guture, might also use their services and such <br />services should be expected to be available to them. <br />Community Action has offered to see that office space and facilities are provided If the <br />Commissioners see fit to locate the consultant in the Chapel Hill section of the county. It is <br />understood that the c maultant will be moved to another location at such time as the Commissioners <br />determine it is in the best interest of the County to do so. so <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Smith, the following resolution <br />was unanimously adopted: That the Orange County Board of Commissioners appoint an Economic Opportunity <br />Act of 1964 and for administering such programs, all tinder the general direction and control of the <br />Board of County Commissioners. When <br />Understanding. The Advisory Committee, with respect to Orange County and the Economic <br />Opportunity Act of 1964, would have responsibility for- <br />a) developing a program to be carried out in the County with funds made <br />available by the Act; <br />b) developing an application for such funds; and <br />c) developing an administrative structure for carrying out the program. <br />All recommendations and actions of the Advisory Committee would be subject to review by the <br />Board of Commissioners and final authority and responsibility for all programs and applications would <br />rest with the Board of Commissioners. <br />The Advisory Committee should be composed of 10-15 persons representative of public and <br />private agencies in the County which are concerned with the elimination of poverty and which would <br />likely be involved in programs to be undertaken. At least one member of the Board of Commissioners <br />should serve on the Committee. <br />The Committee should attempt to have a program and proposed application completed for <br />review and approval by the Board of Commissioners not later than October 10. <br />Jurors were drawn for the following terms of court: <br />October 5, Civil term, 60 names <br />November 23, Civil Term, 60 names <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Bennett, and unanimously <br />adopted, the clerk was asked to inform Paul Siebel that the Board &3ommi.ssioners wished to interview <br />him for the prospective position of Community Services Consultant on Monday, September 14, at 8:00 <br />o'clock P.M., in the Commissioners Room in the Courthouse in Hillsboro. <br />There being no further business to coma before the Board, the meeting was adjourned to meet <br />on Monday September 14, 1964, at 8:00 o'clock P.M. <br />Donald Stanford, Chairman <br />Betty June Hayes <br />Cle rk <br />(This portion of the above minutes omitted through error, entered October 5, 1964) <br />Commissioner Smith brought to the attention of the Board a request received from Charles. <br />Brook, Jr., of Merritt Mill Road, Chapel Hill, asking that reflectors be placed on the curb on <br />Merritt Mill Road just before reaching Lincoln School. Commissioner Bennett stated that he had had <br />already contacted the State Highway Commission concerning said request and that he had been <br />advised that action would be taken on said matter. <br />The County Administrator informed the Board that the floor of the Courtroom was buckling <br />and the tiles coming loose. He stated that it was his opinion that said damage was caused by a <br />lack of moisture due to the air.conditioning. The County Administrator was authorized to proceed <br />with whatever plans necessary to replace said floor.
