He said the reoccurring capital policy funding formula did not change and it still includes <br /> 7 charter students. <br /> 8 Commissioner Richards asked if that is the current policy for reoccurring capital. She <br /> 9 clarified that only Article 46 is without charter students. <br /> 10 Travis Myren said that it is the current policy, and it could be changed at any time, but <br /> 11 based on the Board's current policy, the Article 46 is the only thing that does not include charter <br /> 12 students. <br /> 13 Commissioner Richards said there were actions before Woolpert. She said it is informative <br /> 14 to include the conditions that drove the county to ask Woolpert to assess the facilities. She asked <br /> 15 for a statement that explains how the county got there. She said that it would be informative for <br /> 16 everyone. <br /> 17 Travis Myren said there had been studies and discussions about estimates of the need <br /> 18 well before they were hired. <br /> 19 Chair Bedford said there was also a school's facilities task force. <br /> 20 Commissioner Richards said it has been two years of struggling through. <br /> 21 Commissioner McKee said that also goes back to the previous bond. <br /> 22 Chair Bedford said it goes back to 2013 for studies that the school systems provided. <br /> 23 <br /> 24 <br /> 25 <br />
