3 <br /> Sally Greene, Vice-Chair <br /> Phyllis Portie-Ascott, Commissioner <br /> Jean Hamilton, Commissioner <br /> 1 <br /> 2 A motion was made by Commissioner Fowler, seconded by Commissioner Hamilton, to <br /> 3 approve a proclamation recognizing and thanking Bonnie Hammersley for her service to Orange <br /> 4 County. <br /> 5 <br /> 6 VOTE: UNANIMOUS <br /> 7 <br /> 8 Several former commissioners were also in attendance at the meeting, and they <br /> 9 participated in a group photograph with the current Board and County Manager Bonnie <br /> 10 Hammersley. <br /> 11 Bonnie Hammersley thanked the Board for their support and for the proclamation. <br /> 12 <br /> 13 1. Additions or Changes to the Agenda <br /> 14 Chair Bedford read the public charge: <br /> 15 <br /> 16 The Board of Commissioners pledges its respect to all present. The Board asks those attending <br /> 17 this meeting to conduct themselves in a respectful, courteous manner toward each other, county <br /> 18 staff and the commissioners. At any time should a member of the Board or the public fail to <br /> 19 observe this charge, the Chair will take steps to restore order and decorum. Should it become <br /> 20 impossible to restore order and continue the meeting, the Chair will recess the meeting until such <br /> 21 time that a genuine commitment to this public charge is observed. The BOCC asks that all <br /> 22 electronic devices such as cell phones, pagers, and computers should please be turned off or set <br /> 23 to silent/vibrate. Please be kind to everyone. <br /> 24 <br /> 25 2. Public Comments (Limited to One Hour) <br /> 26 a. Matters not on the Printed Agenda <br /> 27 Chair Bedford reminded those in attendance of the procedures for making public <br /> 28 comments. <br /> 29 Benny Cecil said he is the Gov Deals contractor for Orange County. He asked for <br /> 30 clarification on which department is currently overseeing Gov Deals. He said he gets about 10% <br /> 31 of sales for the county. He said that he has not been getting titles for reselling county vehicles. <br /> 32 He said he would like to know what is happening with Gov Deals, and he said that if the county <br /> 33 takes it in-house it will result in a lot of extra work for employees. <br /> 34 Soteria Shepperson said she is a co-founder of Grow Your World. She thanked the Board <br /> 35 for their support of the organization's opioid awareness exhibit. She said it will also be exhibited <br /> 36 in Carrboro. She said recently a teen administered Narcan to someone experiencing an overdose <br /> 37 and saved that person's life. She said they received a grant of $2,500 from the outside agency <br /> 38 funding program, but that they need more to meet the needs in the community. <br /> 39 Sophie Suberman of Grow Your World encouraged the Board and community to continue <br /> 40 to grow and work together to solve problems and be creative when facing challenges. <br /> 41 <br /> 42 b.
