3 <br /> co <br /> L <br /> September 5,2024 <br /> Via Email <br /> Mr.Alan Dorman, Director (adorman(aorangecountync.gov) <br /> Orange County <br /> Asset Management Services <br /> 405 Meadowlands Drive <br /> Hillsborough, NC 27278 <br /> RE: BEHAVIORAL HEALTH CRISIS DIVERSION CENTER <br /> Orange County <br /> Hillsborough, NC <br /> Dear Alan: <br /> On behalf of CPL,we are pleased to submit the following proposal for design services for the operational <br /> and facility planning on a new Behavioral Health Crisis Diversion Center in Hillsborough, North Carolina. <br /> PROJECT UNDERSTANDING <br /> CPL understands Orange County(Client)wishes to contract with CPL to provide architectural, interior, <br /> structural and MEP design services associated with the new Crisis Diversion Center. CPL will contract <br /> with Timmons Group for civil engineering services, Palacio for cost-estimating, and RHA Health for <br /> clinical operational planning. <br /> The project consists of a new construction two-story 27,000 square-foot building that is reflective of <br /> recent program adjustments to the Behavioral Health Urgent Care (BHUC)from 24 private rooms to 18 <br /> private rooms. Other program areas included in the project consist of: <br /> • Front Entrance/Waiting Areas <br /> • Rear Entrance <br /> • 16-bed Adult Inpatient Facility Based Crisis Center (FBC) <br /> • Medical Areas <br /> • Facility Security <br /> • Outpatient Services <br /> • General Purpose Areas <br /> • Community Partner Offices <br /> CPL also understands no site is currently selected for the Crisis Diversion Center and our design team <br /> will play an integral role in evaluating potential sites. <br /> SCOPE OF SERVICES <br /> Task I-Schematic Desicfn <br /> CPL will lead the Schematic Design phase, which will consist of further site evaluations for the Crisis <br /> Diversion Center. We are assuming evaluation of up to two (2) sites may be necessary. As part of this <br /> effort, the design team will also re-work departmental plans, blocking/stacking diagrams, and site <br /> layout to test the feasibility of each site. RHA will provide guidance on impacts to clinical operations to <br /> ensure best practices are considered for service delivery. Participation in the Construction Manager <br /> (CMAR) RFP and selection process is also included in our SD scope of services. <br /> Task II-Design Development <br /> Based on the approved Schematic Design plans/site from Task I, CPL will proceed with the detailed <br /> planning sessions to advance the design in more detail. These efforts will include the creation of room <br /> data sheets, medical equipment, and furniture layouts, MEP coordination, finishes, and millwork.
