2 <br /> urbanized (rural) areas to health care, shopping, education, employment, public services, and <br /> recreation. <br /> FINANCIAL IMPACT: There is no financial impact associated with this item. Grant applications <br /> will utilize OCTS FY 2024-25 operating budget funds for the required local match. This application <br /> will utilize the final NCDOT approved funding amounts from the 5311 Administrative and 5310 <br /> Operating Grant projects to support all eligible administrative and operating expenses. The <br /> reimbursement to the County will be based on application approval and the actual grant project <br /> expenditures, up to the applicable combined federal and state total. <br /> The ARP Section 5307 covers operating for Federal FY 2021 in Orange County and represents <br /> 100% Federal share of the total amount. These funds are apportioned to the Durham and <br /> Burlington Urbanized Areas (UZAs). This application will utilize ARP funding from both urbanized <br /> areas to support all eligible operating expenses. The reimbursement to the County will be based <br /> on the actual grant project expenditures, up to the applicable federal total. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 4: MULTI-MODAL TRANSPORTATION <br /> OBJECTIVE 2. Increase community awareness of all modes of transportation including <br /> transit, bike and pedestrian, vehicle, and all other modes. <br /> • GOAL 2: HEALTHY COMMUNITY <br /> OBJECTIVE 2. Expand access to quality, affordable healthcare services. (e.g., Crisis <br /> Diversion facility, Medicaid expansion, crisis response, healthy living campaign). <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. Conduct a public hearing on the 5311 Administrative, 5310 Operating, and ARP 5307 <br /> Operating applications for FY 2026; and <br /> 2. Approve the 5311 Administrative grant application for $206,794 with a local match total of <br /> $31,019, the 5310 Operating grant application for $595,550 with a local match total of <br /> $297,775, the ARP Section 5307 Operating application for $315,283 with no local match <br /> required; and <br /> 3. Approve and authorize the Chair and staff to sign the FY 2026 Program Resolution <br /> (Attachment 2), Local Share Certification (Attachment 3), and Public Hearing Record <br /> (Attachment 4) as appropriate. <br />
