6 <br /> WHEREAS, the members of emergency medical services teams, whether career or volunteer, <br /> engage in thousands of hours of specialized training and continuing education to enhance their <br /> lifesaving skills; and <br /> WHEREAS, it is appropriate to recognize the value and the accomplishments of emergency <br /> medical services providers by designating Emergency Medical Services Week; <br /> NOW THEREFORE, we, the Orange County Board of County Commissioners, do hereby <br /> proclaim the week of May 19 through 25, 2024, to be Emergency Medical Services Week, in honor <br /> and recognition of Orange County's EMS providers. <br /> The 50t"Anniversary of EMS Week theme is EMS Week: Honoring Our Past Forging Our Future. <br /> We encourage the community to observe this week with appropriate programs, ceremonies, and <br /> activities. <br /> Adopted this 21 st day of May, 2024. <br /> Jamezetta Bedford, Chair <br /> Orange County Board of Commissioners <br /> A motion was made by Commissioner Portie-Ascott, seconded by Commissioner Fowler, <br /> to approve the proclamation and authorize the Chair to sign. <br /> Kim Woodward, EMS Division Chief, thanked the Board for considering this proclamation, <br /> and recognizing the 501"Anniversary of EMS Week. She said she is excited to represent a robust <br /> medical services system from South Orange Rescue Squad, to volunteers, to EMTs and <br /> paramedics. She said EMS responded to over 23,000 calls for services in 2023, drove over <br /> 362,000 miles, and performed over 22 cardiac arrest saves. She said she is excited about the <br /> support of South Orange Rescue Squad, the community paramedics, and the new Heart Savers <br /> Program on the UNC campus. She said South Orange Rescue Squad and the Heart Savers team <br /> have taught CPR in multiple languages, including Spanish, Chinese, and Hindi. <br /> VOTE: UNANIMOUS <br /> c. Presentations on Proposed November 2024 Bond Projects <br /> The Board received presentations from County and school district staff on their organization's <br /> preferred projects associated with the upcoming November 2024 School Bond. <br /> BACKGROUND: At its January 2024 retreat, the Board of County Commissioners signaled its <br /> preferences for a proposed school bond. The Board set a $300 million Bond Referendum which, <br /> with existing resources and $100 million in Pay-Go funding, would be sufficient to fund Option C <br /> of the Woolpert Long Range School Optimization Plan. The Board also signaled a preference for <br /> a project-based allocation of capital funding to ensure that the Woolpert priorities were met. Since <br /> then, County and school staff have worked with Woolpert to align the long-term plan with the <br /> current capital spending plans. <br /> County staff will present an update on the process and a subsequent adjustment made to the <br /> Woolpert recommended plan. The current recommended major projects blend Option C and <br /> Option D phase one. The first attachment provides an excerpt from the recommended Woolpert <br /> Optimization Plan. The second attachment provides an index of the major factors that lead to the <br /> recommendation to replace, renovate, or consolidate a school campus. Factors include the age <br />
