He said that people are moving into Orange <br /> County daily and that will have an impact on school needs. <br /> Chair Bedford said she is concerned about this board having the ability to provide <br /> oversight and thinks they can do so with a project-based approach. She asked if it is correct that <br /> they stick with the ADM for the entirety of the bond. <br /> Travis Myren said yes. <br /> Chair Bedford said that with pay-go, it can be spent on any need. <br /> Commissioner Fowler asked how the major projects split. <br /> Chair Bedford continued that it would be 58.6% for Chapel Hill and 41.4% for Orange <br /> County. She said that would be a benefit of combining the two as project based and saying that <br /> is the split. <br /> Commissioner Fowler said she would say yes to the project-based split with major and <br /> high priority. <br /> Commissioner Hamilton clarified that if they choose project-based budgeting and once <br /> they are given the plans, using the 59%/41% split, would they have to bring back the projects to <br /> the Board for final approval. <br /> Travis Myren said they would take the funding policy back to the Capital Needs Work <br /> Group and try to craft a plain language direction from the Board's discussion tonight. <br /> Commissioner Portie-Ascott said she agrees with project-based for major projects. <br /> Commissioner Hamilton said a new school is needed to replace an old school. <br /> Vice-Chair Greene said having a new elementary and middle school would attract <br /> students and faculty.
