11 <br /> Commissioner Portie-Ascott asked for clarification on the recommendation for <br /> Boomerang. <br /> Bonnie Hammersley said their base was $20,000, and their score made them eligible for <br /> an additional $7,500. <br /> Commissioner Richards expressed concerns about the fact that new agencies do not have <br /> experience in the county outside agency funding program and therefore cannot earn more points. <br /> She asked if any previously funded agencies did not get recommended for funding. <br /> Bonnie Hammersley referred to slide #15. She said unfunded agencies will have a base <br /> of$0 in future years. <br /> Chair Bedford said another way to approach the process is zero-based budgeting. <br /> Commissioner Richards said she didn't know how that would impact outside agencies. <br /> Chair Bedford said it creates uncertainty. <br /> Commissioner Richards said in future years, making funding decisions might be tougher. <br /> She said it is something to ponder. <br /> Bonnie Hammersley said there have been some years where the county could not afford <br /> to take on new non-profit agencies. She said from those years, there is the reputation that if you <br /> are new you do not get any funding. She said that is because the county could not afford to spend <br /> funds on new agencies they have never worked with because they cannot guarantee their <br /> reliability. She said they want to encourage agencies to apply. She explained some of the reasons <br /> agencies were not recommended for funding. She said it does reflect how the economy is going. <br /> She encouraged anyone with questions to contact her and said the agencies that did not get <br /> funding understand why. <br /> 2.
