ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: November 15, 2005 <br />Action Agenda <br />Item No. ~-G, <br />SUBJECT: Resolution to Coordinate With NCDOT to Provide Comments on Development- <br />Related Transportation Proposals Located Along Orange County's Western <br />Border <br />DEPARTMENT: Planning and Inspections PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />1) Resolution Craig Benedict, Planning Director, <br />245- 2592 <br />Karen Lincoln, Transportation Planner <br />245-2594 <br />PURPOSE: To consider a resolution expressing intent and interest in coordinating with the <br />North Carclina Department of Transportation (NCDOT) to provide comments on development- <br />related transportation proposals located in Alamance County along Orange County's western <br />border. <br />BACKGROUND: North Carolina legislation does not require local governments to share <br />development proposals with neighboring local governments for the purposes of assessing <br />potential regional impacts and providing comments. Furthermore, North Carolina legislation has <br />given municipalities authority to plan within an established Extra-Territorial Jurisdiction and <br />enforce their own zoning and subdivision ordinances without formally coordinating with county <br />government. <br />Presently, there is no avenue for Orange County to comment on transportation-related <br />proposals within Alamance County or the City of Mebane even though such development may <br />have an impact on Orange County and the provision of public services, <br />The NCDOT District Office reviews all development proposals that access NCDOT-maintained <br />roads, whether located within a county or a municipal planning jurisdiction, to assess <br />transportation system impacts. Therefore, Orange County has an opportunity to provide <br />comments an development-related transportation proposals within Alamance County or the City <br />of Mebane through coordination with the NCDOT. <br />The attached resolution establishes Orange County's intent and interest in coordinating with the <br />NCDOT District Office to review and provide comments on major development proposals in <br />Alamance County and/or the City of Mebane that have potential impacts to Orange County <br />infrastructure and services. While Orange County has fostered good communications with staff <br />in the NCDOT Division 7 and District Offices, and has an informal relationship with the NCDOT <br />to comment on development in Alamance County and the City of Mebane, the attached <br />resolution requests a more formal process for reviewing such development, <br />
