ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: November 15, 2005 <br />Action Agen,~la <br />Item No. ((pp ~j <br />SUBJECT: Resolutions Requesting the Towns of Carrboro and Hillsborough to Partner <br />50/50 with the Hyconeechee Regional Library System and County far the <br />Development of Free-Standing Branch Libraries in Their Downtowns <br />DEPARTMENT: Library PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Proposed Resolutions <br />INFORMATION CONTACT: <br />Brenda Stephens, Orange County <br />Library Director, 245-2528 <br />PURPOSE: To consider adopting resolutions proposing that the Towns of Carrboro and <br />Hillsborough partner with the County financially in order to secure development of free-standing <br />branch libraries in their downtown areas. <br />BACKGROUND: The Library Services Task Force, re-constituted in 2004, completed its work <br />in September and presented a final report to the Board on October 19, 2004. The report <br />included recommendations for free-standing branch libraries in both Carrboro and Hillsborough <br />townships. Establishing these libraries was envisioned as a cooperative venture between the <br />partners with each facility owned and operated in accordance with an inter-local agreement to <br />be jointly developed, <br />As follow up to the Task Force Report and in consideration of the Towns' continued and <br />expressed interest in free-standing branch libraries within their downtowns, the Board thought it <br />appropriate and consistent with precedence to request that the Towns consider entering into a <br />50/50 financial partnership with the County in order to see these capital projects accomplished, <br />FINANCIAL IMPACT: Each resolution proposes a 50-50 cost share for the development of free <br />-standing branch libraries, Exact development costs are yet to be determined and would <br />emerge through a deliberative process among the affected stakeholders. <br />RECOMMENDATION(S): The Manager recommends that the Board consider adoption of the <br />proposed resolutions and transmittal to the Towns as appropriate. <br />
