Comment #5: Possible utilization of HOME funds for rental assistance. <br />Staff Response: <br />Tenant Based Rental Assistance (TBRA) is an eligible use of HOME funds.. The 2004 - 2005 <br />HOME Program design provides $264,000 far rental assistance for approximately 15 units for a <br />period of two years. Participants in the HOME TBRA Program will be selected from the Section <br />8 Pragram waiting list and the program and the pragram will operate as the current Section 8 <br />Housing Voucher Program. Funds for this pragram should be available by October 1, 2004, <br />Specific guidelines for this program are under development, and as requested, the needs of the <br />disabled community will be considered during policy development, Additionally, the completed <br />program guidelines will be shared with interested disability advocates as requested, <br />Comment #6: Homeownership Program option under the Section 8 Housing <br />Voucher Program <br />Staff Response: <br />Homeownership assistance is eligible under the Section 8 Housing Vouaher Program. <br />However, given the acute need for rental assistance in the community, the recent allocation of <br />project based vouchers, and the availability of financial assistance for homeownership from <br />other funding sources including the HOME Pragram and the County Affordable Housing Bond <br />Program, a homeownership program has not been developed for the County to date.. <br />BANE has expressed an interest in developing a Section 8 Homeownership Pragram and a <br />working group will be convened during the 2004-2005 fiscal year to develop guidelines for <br />establishing this program during the fiscal year, <br />Comment #7: Availability of assistance from local Congressman to acquire <br />additional housing vouchers in the County. <br />Staff Response: <br />Since the Section 8 Housing Voucher Pragram is a federal program, it is appropriate to enlist <br />the support of our Congressman to assist in the acquisition of housing vouchers far the <br />community. <br />
