Subsidy: $820 <br />Comment #2: Apply for more Section 8 Vouchers for the Disabled <br />Staff Response: <br />Opportunities to apply far new Section 8 vouchers from the U.S, Department of Hcusing and <br />Urban Development (HUD) are announced in a publication known as a Notice of Funding <br />Availability or NOFA when funding is available in a given budget year, In past years, NOFAs <br />are not available each year far new vouchers for the general low-income population, The last <br />time the County applied for new fair-share vouchers was 2002 when two applications were <br />submitted in March and July of that year, Both applications were not successful due to HUD <br />receiving more applicaticns than available funds, HUD does not traditionally provide more <br />information regarding the reason applications are not funded, <br />The most recently published Notice of Funding Availability (NOFA) announcing the opportunity <br />for vouchers for the disabled was in 2003. However, a review of the guidelines revealed that a <br />significant level of support services is required to be provided by existing non-profit <br />organizations and there was insufficient time to identify agencies able to provide the services <br />necessary, County staff will be more aggressive in monitoring future NOFA publications to <br />identify potential application opportunities. <br />A local advocacy group known as RANE has suggested that the County provide up to $3,000 to <br />a private consultant to apply for vouchers for the disabled should the opportunity became <br />available this year. The Board of County Commissioners could choose to appropriate money <br />for this purpose perhaps from the local Housing Trust Fund after a specific request from an <br />interested party upon the publication of a Notice of Funding Availability for Mainstream <br />Vouchers for the Disabled. Any funding request for professional services must be done in <br />accordance with local procurement procedures including the execution of a Professional <br />Services Agreement. <br />
