Fikes, ext 2490 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To approve submission of the Annual Public Housing Agency Plan for the Orange <br />County Housing Authority, <br />BACKGROUND: The U.S. Department of Housing and Urban Development Department (HUD) <br />requires all agencies operating the Secticn 8 Existing Housing Assistance Program to prepare a <br />Five (5) Year Public Housing Agency (PHA) Plan and an Annual Plan, The County's <br />Department of Housing and Community Development administers the Section 8 Program that <br />provides rent subsidies to low income families in the County. Currently, the Section 8 Housing <br />Program serves approximately 623 families throughout the County including the towns of <br />Carrboro, Chapel Hill and Hillsborough. <br />The PHA Plan is a 5-year plan that describes the mission of the Agency and the Agency's long- <br />range goals and objectives for achieving its mission over the next five (5) years. The Board of <br />Commissioners approved this plan on .)anuary 18, 2001. Each year, this plan must be updated <br />via an Annual Plan that provides details about the Agency's immediate operations, program <br />participants, and programs and services and the Agency's strategy far addressing the needs of <br />the community in the upcoming fiscal year, The only substantive change in the Annual Plan <br />the cominq_year, HUD approved the project-based vouchers for the 24-unit Club Nova <br />Apartments being built in Carrboro, Construction should be complete by the end of this <br />calendar year. <br />FiUD provides a template for the plan, and the County's Annual Plan is provided with this <br />abstract, The plan was made available for public comment for the period March 1, 2004 to April <br />15, 2004 and a public hearing was held at the March 4, 2004 BOCC to receive public comments <br />as well, A summary of the public comments received along with a staff response is provided <br />with this abstract, <br />
