She <br /> 5 said new agencies don't have a performance history, which affects the score. <br /> 6 Commissioner McKee asked for clarification that if you are a new agency, it counts against <br /> 7 you. <br /> 8 Bonnie Hammersley said that the agency wouldn't have a performance history, which <br /> 9 means the agency can't be scored on that area. <br /> 10 Commissioner McKee clarified that in the second, third, and fourth years they could be <br /> 11 scored on performance. <br /> 12 Bonnie Hammersley said yes. <br /> 13 Commissioner Portie-Ascott said they must have a history to have a base. <br /> 14 Bonnie Hammersley said they will have a base going forward and the county will be able <br /> 15 to check their performance. <br /> 16 Chair Bedford said if an agency is new, then their base is $0. <br /> 17 Bonnie Hammersley said it is a grant award and they don't want agencies to think that <br /> 18 funding is a given.
