He said that Carrboro and Chapel Hill <br /> 4 had high FCI numbers, but they would not consider replacing a newer school. He said they have <br /> 5 reached an age where costs of maintenance have increased. He said they do not rely solely on <br /> 6 FCI but if it is high, it must be looked into. He said they want to make sure they identified <br /> 7 operational and instructional inefficiencies. He said they want to develop a plan that is best for all <br /> 8 stakeholders involved — both short and long-term. He said the limit on available land is a <br /> 9 challenge. He said that they cannot build on land that already has a school. He said that swing <br /> 10 space creation has to be part of the plan. He said to minimize the disruption, it has to be <br /> 11 consolidated, a school brought offline, and then rotated through the schools. He said the needs <br /> 12 are greater than the means. He said there are projects that are not included but they still should <br /> 13 be.
