6 <br /> 1 WHEREAS, the members of emergency medical services teams, whether career or volunteer, <br /> 2 engage in thousands of hours of specialized training and continuing education to enhance their <br /> 3 lifesaving skills; and <br /> 4 <br /> 5 WHEREAS, it is appropriate to recognize the value and the accomplishments of emergency <br /> 6 medical services providers by designating Emergency Medical Services Week; <br /> 7 <br /> 8 NOW THEREFORE, we, the Orange County Board of County Commissioners, do hereby <br /> 9 proclaim the week of May 19 through 25, 2024,to be Emergency Medical Services Week, in honor <br /> 10 and recognition of Orange County's EMS providers. <br /> 11 <br /> 12 The 50t"Anniversary of EMS Week theme is EMS Week: Honoring Our Past Forging Our Future. <br /> 13 We encourage the community to observe this week with appropriate programs, ceremonies, and <br /> 14 activities. <br /> 15 <br /> 16 Adopted this 21st day of May, 2024. <br /> 17 <br /> 18 Jamezetta Bedford, Chair <br /> 19 Orange County Board of Commissioners <br /> 20 <br /> 21 A motion was made by Commissioner Portie-Ascott, seconded by Commissioner Fowler, <br /> 22 to approve the proclamation and authorize the Chair to sign. <br /> 23 <br /> 24 Kim Woodward, EMS Division Chief, thanked the Board for considering this proclamation, <br /> 25 and recognizing the 50t"Anniversary of EMS Week. She said she is excited to represent a robust <br /> 26 medical services system from South Orange Rescue Squad, to volunteers, to EMTs and <br /> 27 paramedics. She said EMS responded to over 23,000 calls for services in 2023, drove over <br /> 28 362,000 miles, and performed over 22 cardiac arrest saves. She said she is excited about the <br /> 29 support of South Orange Rescue Squad, the community paramedics, and the new Heart Savers <br /> 30 Program on the UNC campus. She said South Orange Rescue Squad and the Heart Savers team <br /> 31 have taught CPR in multiple languages, including Spanish, Chinese, and Hindi. <br /> 32 <br /> 33 VOTE: UNANIMOUS <br /> 34 <br /> 35 c. Presentations on Proposed November 2024 Bond Projects <br /> 36 The Board received presentations from County and school district staff on their organization's <br /> 37 preferred projects associated with the upcoming November 2024 School Bond. <br /> 38 <br /> 39 BACKGROUND: At its January 2024 retreat, the Board of County Commissioners signaled its <br /> 40 preferences for a proposed school bond. The Board set a $300 million Bond Referendum which, <br /> 41 with existing resources and $100 million in Pay-Go funding, would be sufficient to fund Option C <br /> 42 of the Woolpert Long Range School Optimization Plan. The Board also signaled a preference for <br /> 43 a project-based allocation of capital funding to ensure that the Woolpert priorities were met. Since <br /> 44 then, County and school staff have worked with Woolpert to align the long-term plan with the <br /> 45 current capital spending plans. <br /> 46 <br /> 47 County staff will present an update on the process and a subsequent adjustment made to the <br /> 48 Woolpert recommended plan. The current recommended major projects blend Option C and <br /> 49 Option D phase one. The first attachment provides an excerpt from the recommended Woolpert <br /> 50 Optimization Plan. The second attachment provides an index of the major factors that lead to the <br /> 51 recommendation to replace, renovate, or consolidate a school campus. Factors include the age <br />
