11 <br /> 1 Commissioner Portie-Ascott asked for clarification on the recommendation for <br /> 2 Boomerang. <br /> 3 Bonnie Hammersley said their base was $20,000, and their score made them eligible for <br /> 4 an additional $7,500. <br /> 5 Commissioner Richards expressed concerns about the fact that new agencies do not have <br /> 6 experience in the county outside agency funding program and therefore cannot earn more points. <br /> 7 She asked if any previously funded agencies did not get recommended for funding. <br /> 8 Bonnie Hammersley referred to slide #15. She said unfunded agencies will have a base <br /> 9 of$0 in future years. <br /> 10 Chair Bedford said another way to approach the process is zero-based budgeting. <br /> 11 Commissioner Richards said she didn't know how that would impact outside agencies. <br /> 12 Chair Bedford said it creates uncertainty. <br /> 13 Commissioner Richards said in future years, making funding decisions might be tougher. <br /> 14 She said it is something to ponder. <br /> 15 Bonnie Hammersley said there have been some years where the county could not afford <br /> 16 to take on new non-profit agencies. She said from those years, there is the reputation that if you <br /> 17 are new you do not get any funding. She said that is because the county could not afford to spend <br /> 18 funds on new agencies they have never worked with because they cannot guarantee their <br /> 19 reliability. She said they want to encourage agencies to apply. She explained some of the reasons <br /> 20 agencies were not recommended for funding. She said it does reflect how the economy is going. <br /> 21 She encouraged anyone with questions to contact her and said the agencies that did not get <br /> 22 funding understand why. <br /> 23 <br /> 24 2.
