2 <br /> reporting in their regions and ensure all agencies are participating in the reporting of campaign <br /> statistics. <br /> LELs are required to attend quarterly meetings held throughout the State with GHSP staff, the <br /> annual Lifesaver National Conference on Highway Safety Priorities in the spring, and assist with <br /> planning, set up, operations, and tear down of the annual North Carolina Highway Safety <br /> Symposium. To facilitate travel, training, and the other activities of the LELs, GHSP awards a <br /> grant to the employing agency of each LEL. The grant funds travel, training, and traffic safety <br /> equipment for the agency. <br /> Retired Captain T. Brian Whitehurst of the Orange County Sheriff's Office is the Law Enforcement <br /> Liaison for Region 5. The GHSP approved an application from the Sheriff's Office's for Fiscal <br /> Year 2024-25 in the amount of $30,000. This funding will allow the Sheriff's Office to purchase <br /> 1) a Roadster Two Seater Pedal Cart — Ultimate Package (used for education on impaired, <br /> drowsy, and distracted driving), including cones, helmets, impairment goggles, and related <br /> training materials; 2) Software Support for Radar Speed Signs; and 3) Law Enforcement County <br /> Coordinator Support, and also cover the LEL's travel expenses to the required meetings, <br /> conference, and symposium. <br /> Budget Amendment #1-B provides for the budgetary changes listed above. <br /> FINANCIAL IMPACT: The Orange County Sheriff's Office will receive $30,000 in grant funding. <br /> Funding comes from federal sources and requires no local appropriation. Budget Amendment <br /> #1-B provides for the receipt of these grant funds and will increase the General Fund by $30,000. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 2. HEALTHY COMMUNITY <br /> OBJECTIVE 5. Invest in, support, train, and retain our community safety, health, and <br /> emergency services employees and direct care workforce. <br /> • GOAL 2. HEALTHY COMMUNITY <br /> OBJECTIVE 6. Provide sustainable, equitable, and high-quality community safety and <br /> emergency services to meet the community's evolving needs. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1) Approve the Resolution recognizing federal funding for police traffic services to the Sheriff's <br /> Office; <br /> 2) Authorize the Chair to sign the Resolution; and <br /> 3) Approve Budget Amendment #1-B accepting the $30,000 from federal grant funds. <br />
