~-~~~~~~~- ~ i ~
REQUEST FOR PROPOSAL
ORANGE COUNTY ANIMAL SHELTER SERVICES CONTRACT
1. General Comnany Information -Orange Enterprises (OE) is a CARF-
(Commission on Accreditation of Rehabilitation Facilities - a national
accreditation agency) accredited community rehabilitation progran~ celebrating
its 30°' year of service provision for persons with employment barriers. Our
mission is maximizing the vocational potential for these individuals. We are a
501 C-3 organization funded by a vaziety of sources.. About 34 percent of our
income is self-generated through contract work. The other income is primarily
fee for service. United Way and the towns of Chapel Hill and Cazrboro contribute
to the agency. Orange County provides $43,175 amorally and also provides the
builduzg and maintenance of that building. We began operations as a publicly
funded operation (a pazt of Orange Person Chathanl Mental Health Center) and
became a private, non-profit agency in September, 1986.. OE feels that assuming
the animal shelter services contract fits within our mission for the following
reasons:
It will provide us with evaluation sites that are community-based and
integrated. We have between 35 and 40 students who aze currently
working on an occupational course of study towards a high school
diploma. Without this course of study, these students would either be
drop-outs or leave school with a certificate of attendance. This course
of study requires volunteer and paid employment hours. This will
allow us to provide some of these hours. It will also allow us to
provide acommunity-based site for vocational evaluation, a service
that we currently provide in-house for North Carolina Division of
Vocational Rehabilitation.
It will allow for potential paid employment in an integrated,
community-based work site for our clients.
• It wIll broaden our financial base. The more sources of income a
company has, the better off a compazry is and the more services can be
provided.
o We will be able to spread our admhristrative income over a wider base
of funding and further strengthen our financial viability.
o It will allow us to lure a human resources professional. We currently
have 42 full-time workers (Nine located in our Winston-Salem
operation) azrd with the addition of staff, we will fall under the FMLA
and also have to do more extensive Affirmative Action programming.
We currently do not have the level of expertise on staff needed to
assure compliance with all rules and regulations..
While OE does not have direct knowledge of anhnal shelter operations; we
have had a a eat deal of success in establishing positive relationships with the
general public and with other agencies. Orange County would be purchasing this
reputation as well as our expertise in agency management; customer relations,
financial responsibility, achieving national accreditation setting policies and
