Proposed Orange County FY 2024-2025 Annual Action Plan and HOME Activities <br /> 3 The Board considered adopting a Resolution authorizing submission of the FY 2024-2025 Annual <br /> 4 Action Plan and adopting a Resolution approving the proposed HOME Program Activities for FY <br /> 5 2024-2025. <br /> 6 BACKGROUND: <br /> 7 Annual Action Plan <br /> 8 Every year, state and local governments ("Participating Jurisdictions") that receive HOME <br /> 9 Investment Partnerships Program ("HOME") funds from the U.S. Department of Housing and <br /> 10 Urban Development ("HUD") are required to complete an Annual Action Plan that lays out how <br /> 11 they will allocate HUD funds for the upcoming program year in order to address the goals and <br /> 12 priorities in the Consolidated Plan.The draft Annual Action Plan for FY 2024-2025 is in Attachment <br /> 13 1. <br /> 14 <br /> 15 Orange County is a special type of Participating Jurisdiction, called a Consortium, consisting of <br /> 16 Orange County and the Towns of Carrboro, Chapel Hill, and Hillsborough. Orange County serves <br /> 17 as the lead entity for the Orange County HOME Consortium. The Consortium completed the <br /> 18 Annual Action Plan based on the HOME award recommendations made by the Local Government <br /> 19 Affordable Housing Collaborative, detailed in the section below. <br /> 20 <br /> 21 A public comment period, as required by HUD, was held April 9 — May 10, 2024, and a public <br /> 22 hearing was held on the draft Annual Action Plan at the April 16, 2024 Orange County Board of <br /> 23 Commissioners Business meeting. Public notice of the hearing was posted in The Herald Sun <br /> 24 and La Noticia. Staff posted copies of the draft Annual Action Plan on the Orange County Housing <br /> 25 Department website and circulated a link to the website and draft plan by public notice in the <br /> 26 newspapers listed above. Staff conducted outreach by email to over 100 housing and homeless <br /> 27 service providers nonprofit organizations, government entities, elected officials, and interested <br /> 28 residents. All comments will be incorporated into the final Annual Action Plan to be submitted to <br /> 29 HUD. <br /> 30 <br /> 31 HUD requires staff to submit the FY 2024-2025 Annual Action Plan on or before August 16, 2024. <br /> 32 The Board of County Commissioners is therefore asked to consider approval of the attached <br /> 33 resolution (Attachment 2) authorizing submission of the Annual Action Plan. <br /> 34 <br /> 35 FY 2024-2025 HOME Program Activities <br /> 36 <br /> 37 The Draft Action Plan utilizes the FY 2024-2025 grant allocations from the U.S. Department of <br /> 38 Housing and Urban Development (HUD). <br /> 39 <br /> FY 2024-2025 HOME Funds $ 367,014.00 <br /> HOME Program Income $ 28,306.00 <br /> Total $ 395,320.00 <br /> 40 <br /> 41 Administrative Costs: 10% of the total HOME funds ($36,701.00) will be reserved for <br /> 42 Administrative Costs. <br /> 43 <br /> 44 The Local Government Affordable Housing Collaborative (the "Collaborative"), comprised of one <br /> 45 (1) elected official and staff members from Orange County and the Towns of Carrboro, Chapel <br /> 46 Hill, and Hillsborough, reviewed the received applications for the FY 2024-2025 HOME Program <br />
