005 <br /> Safe Routes To School 56 M <br /> Scope of Work <br /> Scope of Work <br /> 1 . In - House - County transportation staff is of professional planners , business administrators, and public <br /> servants with combined over 50 years of experience . <br /> 2 . Anticipated Schedule — January 2024 kick- off - December 2024 Final Plan to Board of County Commissioners <br /> 3 . Infrastructure and non - infrastructure plan around all 13 Orange County public schools <br /> 4 . Public Engagement during Summer (June and July ) only, limited to principals, vice principals , school security, <br /> and school transportation director . <br /> Task A — Analysis of Existing Conditions <br /> Staff will conduct a general planning level analysis of the current program and transportation network around all <br /> Orange County public schools , this includes : <br /> • Study of the current plan and accomplishments <br /> • Infrastructure — Route - multimodal inventory and planning of all facilities near schools <br /> o Scope : Limited to external elements ( e . g . public right- of- way, access/egress, surrounding <br /> neighborhoods ) <br /> This is the key task for this project . Staff will collect all relevant data from publicly available sources , field work <br /> ( off of school property ) , and independent research ( e . g . data collection , US Census, school enrollment, etc . ) . All <br /> information will be consolidate into clear and concise format including maps . An Existing Conditions Report will <br /> be presented before determining any recommendations . <br /> Key Deliverables : <br /> • GIS map of all 13 Orange County public schools <br /> • Charts, graphs , tables and associated narrative <br /> • Multimodal network analysis <br /> • Existing Conditions Report <br /> Should individual schools wish to reevaluate their internal traffic issues, the Orange County Safe Routes to <br /> School will recommend that each school independently seek a Municipal School Transportation Assistance <br /> ( MSTA ) study with North Carolina Department of Transportation ( NCDOT ) for additional support . In order to <br /> initiate an MSTA study between a school and NCDOT, the school will need to submit the attached form located <br /> in appendix and any other information requested by NCDOT . <br /> Task B — Public Engagement <br /> Staff will use the recently approved department Public Involvement Plan to conduct public engagement during <br /> the summer (June and July ) when school is not in session . This includes and not limited to : <br /> • One summer (June and July ) meeting with Principals , Vice Principals, Security staff, and Transportation <br /> Director <br /> o Only those interested in participating in public process need to attend <br /> • All 13 Orange County Public Schools are invited to the public process <br /> • One round of public workshop during the summer ( June and July ) <br /> • OUTBoard and formal Public Hearing before BOCC <br />
