ORANGE TRANSPORTATION <br /> COUNTY GOVERNMENT <br /> TRANSPORTATION SERVICES DEPARTMENT <br /> COUNTY <br /> NoKm CALIQLLNA PUBLIC TRANSIT <br /> OrangeCounty <br /> Item 5.c. <br /> Subject: 2024 Safe Routes to Schools <br /> Attachment: Scope of Work <br /> Existing Conditions Final <br /> Draft SRTP <br /> PURPOSE:To provide comments and/or approve the 2024 Orange County Safe Routes to School <br /> (SRTS). <br /> BACKGROUND: Beginning 2024, Orange County Transportation Services (OCTS) was authorized <br /> to update the County's 2014 Safe Routes to Schools (SRTS) program (link) in-house using County <br /> resources through an approved Scope of Work (Attachment 1). Detail information on the federal <br /> Safe Routes to School program can be found on Federal Highway Administration here (link).This <br /> update includes and is not limited to: <br /> • Planning level analysis of existing transportation around schools <br /> • All Orange County public schools <br /> • Youth involvement in the planning process <br /> • Implementation —STBG, TAP and others <br /> OCTS used its on-call service contract with WSP to conduct the Existing Conditions analysis. <br /> Consultant conducted a comprehensive field study of each Orange County public school,focusing <br /> on a 2-mile radius. They coordinated the analysis with the schools to ensure peak hour data was <br /> collected to identify any issues associated with walking and biking to and from schools. The SRTS <br /> Existing Conditions Report (Attachment 2) was submitted to the school administration and the <br /> town of Hillsborough for any feedback as well as the Orange Unified Transportation Board <br /> (OUTBoard). The Orange County SRTS update has gone through a public process in accordance <br /> with the Department's Public Involvement Plan and approved Scope of Work. <br /> Public Involvement: <br /> • March 7, 2024—OCTS, WSP, and Orange County Public Schools hosted Stakeholder Meeting <br /> to gather feedback <br /> • July 8, 2024—OCTS hosted Public Engagement event with Orange County Public Schools per <br /> the approved Scope of Work and gathered feedback <br /> • July 9 to August 9— Existing Conditions Report with Recommendations out for public review <br /> o No comments received to date <br /> WSP also provided recommendations to address any issues identified in the Existing Conditions <br /> report and comments received from the public.
