75
MEMORANDUM
TO: Cy Stober, AICP — Director, Planning & Inspections Department
FROM: Christopher Sandt, PE — County Engineer, Planning & Inspections; and
Steve Kaltenbach, Erosion Control and Stormwater Manager
CC: Patrick Mallett, Deputy Director Development Services
DATE: June 5, 2024
CASE: MA24-0002
PIN: 9835-74-8573
WATERSHED: Upper Eno Protected (Neuse River Basin)
PROJECT: Common Ground
Conventional District Zoning Atlas Amendment
SUBJECT: Summary of Findings Regarding Conformance with Orange County
Unified Development Ordinance (UDO) for Erosion & Sedimentation
Control and Stormwater Management
This memo summarizes the Development Services Erosion Control and Stormwater
Management Division's (hereafter, the "Division's) assessment of the submitted Zoning
Atlas Amendment application for an R-1 Conventional District, submitted as the "Common
Ground" project (hereafter, the "project"). The project is located within 112.17 acres of
property located at 1031 Frazier Road in the Cheeks township of Orange County, North
Carolina.
The request proposes rezoning from MPD-CZ to R-1.
The Staff comments contained herein are based upon an Application and a "Site Plan"
(i.e., a copy of the recorded plat, Book 114, Page 81). These findings should not be
interpreted as the Division's final analysis/approval of the proposed development. Upon
zoning approval, the proposed development would then be required to submit a Land
Disturbing Permit (LDP) which would formally review and approve development activity
consistent with the available documents.
Erosion & Sedimentation Control (E&SC):
No E&SC related materials were submitted with the Zoning Atlas Amendment application.
According to current Orange County GIS imagery of the project parcel, there are three
mapped stream features within the project parcel boundaries.
