7 <br /> 54 Planning Board for your September meeting with a more detailed update on the process. <br /> 55 1 have a few links to the website, notification brochures, that I'll leave on the back table <br /> 56 here for any members of the public that might want to pick that up on their way out. <br /> 57 <br /> 58 Charity Kirk: Do you know when the draft version of the plan is going to be out for discussion? <br /> 59 <br /> 60 Tom Altieri: We'll have a draft version for our third wave of outreach, which will be late this year, <br /> 61 possibly early in the new year, and then that will precede a public hearing process to <br /> 62 occur later, probably after our summer meeting break next year, so ball parking around <br /> 63 the September, October timeframe for a potential county commissioner hearing and, of <br /> 64 course, a planning board recommendation that would precede it. <br /> 65 <br /> 66 Charity Kirk: Thank you. <br /> 67 <br /> 68 AGENDA ITEM 4: CONSIDERATION OF ADDITIONS TO AGENDA <br /> 69 None. <br /> 70 <br /> 71 AGENDA ITEM 5: PUBLIC CHARGE <br /> 72 <br /> 73 INTRODUCTION TO THE PUBLIC CHARGE <br /> 74 The Board of County Commissioners, under the authority of North Carolina General Statute, <br /> 75 appoints the Orange County Planning Board (OCPB) to uphold the written land <br /> 76 development law of the County. The general purpose of OCPB is to guide and accomplish <br /> 77 coordinated and harmonious development. OCPB shall do so in a manner which considers <br /> 78 the present and future needs of its citizens and businesses through efficient and responsive <br /> 79 process that contributes to and promotes the health, safety, and welfare of the overall <br /> 80 County. The OCPB will make every effort to uphold a vision of responsive governance and <br /> 81 quality public services during our deliberations, decisions, and recommendations. <br /> 82 <br /> 83 PUBLIC CHARGE <br /> 84 The Planning Board pledges to the citizens of Orange County its respect. The Board asks <br /> 85 its citizens to conduct themselves in a respectful, courteous manner, both with the Board <br /> 86 and with fellow citizens. At any time, should any member of the Board or any citizen fail to <br /> 87 observe this public charge, the Chair will ask the offending member to leave the meeting <br /> 88 until that individual regains personal control. Should decorum fail to be restored, the Chair <br /> 89 will recess the meeting until such time that a genuine commitment to this public charge is <br /> 90 observed. <br /> 91 <br /> 92 Adam Beeman read the public charge. <br /> 93 <br /> 94 Adam Beeman: I don't have any other comments. As of the last meeting, the staff had done their <br /> 95 presentation and the applicant tonight has 5 minutes to get up there, and he has an <br /> 96 update to something that he was adjusting from comments, so he's going to have 5 <br /> 97 minutes to speak, and then the board has two people that have left to question the <br /> 98 applicant, and then we'll go to public comment. As far as public comment is concerned, if <br /> 99 you weren't here and did not sign up to speak in the June meeting, unfortunately, you will <br /> 100 not be allowed to speak tonight. There is an avenue through Google docs where you can <br /> 101 submit your comments to us. There's an avenue through Google flocs where you can <br /> 102 submit your comments to the board of county commissioners, and you can also go to the <br /> 103 board of county commissioners meeting and have your public comments heard there <br />
