<br /> 1260 Jean Eddleman: My name is Jean Eddleman, I'm a resident landowner residing on property directly
<br /> 1261 abutting the eastern boundary of this proposed subdivision. My husband and I built our
<br /> 1262 home and have lived here for over 45 years with plans to continue to age in place. We
<br /> 1263 have a deep and abiding respect for the land, the native flora and fauna with which we
<br /> 1264 share the space. We are mindful that our water supply is not unlimited and conservation,
<br /> 1265 especially in times of drought, is needed. We have built and maintained our living space
<br /> 1266 to achieve a soft footprint on the environment out of respect for all of our neighbors and
<br /> 1267 our native wildlife here in southwest Orange. That said, I have great concerns about the
<br /> 1268 proposed rezoning and the proposed large scale amendments to the Orange County 2030
<br /> 1269 Comprehensive Plan, to wit: No. 1, to amend a future land use map to expand a rural
<br /> 1270 neighborhood activity node and RNAN in an agricultural residential area and 2, to then
<br /> 1271 expand and amend the text of the land use and zoning matrix to allow master plan
<br /> 1272 development conditional districts, that's the MPD-CD, into proposed enlarged RNAN
<br /> 1273 which is in a non-transitional land use classification. These proposed changes have the
<br /> 1274 potential to negatively impact the current and future land use zones in all of rural Orange
<br /> 1275 County. Of note, there's an important difference between the 10 and 20-year transitional
<br /> 1276 areas close to municipalities and services, and areas in the non-transitional areas located
<br /> 1277 in rural Orange. Therefore, the lack of the intersection between the non-transitional
<br /> 1278 RNAN and the MPD-CD was intentional, it was not an oversight, to prevent poorly
<br /> 1279 controlled sprawl in infrastructure poor areas in Orange County. Among the many
<br /> 1280 concerns I have about these two zoning changes is the direct potentially negative impact
<br /> 1281 on long-term availability of water for members of the existing residential and agricultural
<br /> 1282 community and the entry of treated sewage effluent into the area water tables, as well as
<br /> 1283 into the unprotected Haw River and Jordan Lake watersheds. Of interest, OWASA states
<br /> 1284 in their long-range water supply plan dated 7/12/2022 that water from Jordan Lake will be
<br /> 1285 required by Chapel Hill in the future due to growth and limitations in the Cane Creek
<br /> 1286 Reservoir capacity.
