Attachment 5 183 <br /> STATEMENT OF CONSISTENCY <br /> OF A PROPOSED ZONING ATLAS MAP AMENDMENT <br /> WITH THE ADOPTED ORANGE COUNTY 2030 <br /> COMPREHENSIVE PLAN <br /> A County-initiated amendment to the Zoning Atlas has been reviewed to amend a <br /> zoning overlay district as follows: <br /> Parcel Owner of Proposed <br /> Identification Township Record Current Zoning Zoning <br /> Number (PIN) <br /> New Goloka 0 R1, Rural Residential Change to <br /> 9863-09-3922 Village, LLC 0 Upper Eno Critical Watershed <br /> and Hillsborough Watershed Protection Protection <br /> g and Frank Overlay District Overlay <br /> 9864-00-2205 David Cohen <br /> Major Transportation District <br /> Corridor Overlay boundary <br /> The Planning Board hereby finds: <br /> a. The requirements of Section 2.8 Zoning Atlas and Unified Development <br /> Ordinance Amendments of the Unified Development Ordinance (UDO) have been <br /> reviewed and deemed complete; and, <br /> b. Pursuant to Sections 1.1.5 Statement of Intent - Amendments, and 1.1.7 <br /> Conformance with Adopted Plans of the UDO and to Section 160D-604(d) <br /> Planning Board review and comment — Plan Consistency and 160D-605(a) <br /> Governing Board Statement — Plan Consistency of the North Carolina General <br /> Statutes, the Board finds sufficient documentation within the record denoting that <br /> the amendment is consistent with the adopted 2030 Comprehensive Plan. <br /> c. Professional survey work completed in May 2024 revealed a discrepancy with <br /> Orange County's mapped watershed boundary lines, which are based upon the <br /> State's delineation of water supply watershed boundaries. As a matter of policy, the <br /> State advises delegated programs such as Orange County to notify the elected <br /> body of the watershed boundary change for formal recognition. Orange County <br /> Planning staff informed the Orange County Board of Commissioners (BOCC) of the <br /> watershed boundary change at their June 18, 2024 meeting. At that time, the Board <br /> approved an amendment to the Upper Eno Critical Watershed Protection Overlay <br /> District boundary line and authorized the Planning Director to initiate a Zoning Atlas <br /> Amendment. <br />
