2, Refining the operational requirements for the upgraded capital equipment and <br />quantifying impacts on current and future professional services agreements with The <br />People's Channel. <br />FINANCIAL IMPACT: Cable franchise revenues are calculated as an "annual fee of five <br />percent (5%) of the grantee's gross revenues". In Fiscal 2004-2005, Orange County received a <br />total of $247,065 in franchise fees from Time Warner Cable, <br />Under the proposed Franchise Ordinance/Agreement, cable subscribers in unincorporated <br />Orange County would see a small surcharge on their monthly cable bill in order to amortize the <br />TWC debt for installation of capital equipment necessary for signal transmission from the two <br />BOCC meeting locations over a period of ten years. <br />RECOMMENDATION(S): The Manager recommends that the BOCC consider approval of the <br />second reading of the proposed Cable Television Franchise Ordinance/Amendment, and <br />authorize the Chair to sign, <br />
