Memorandum of Agreement <br />Between <br />Orange County Emergency Services <br />And <br />Piedmont Health Services <br /> <br />This Memorandum of Agreement (MOA) is entered into by and between Orange County, NC on <br />behalf of Orange County Emergency Services and Piedmont Health Services with the purpose of <br />establishing an EMS Bridge Medication Assisted Treatment Program. <br />Whereas N.C. Gen. Stat. § 143-514 provides that the North Carolina Medical Board shall <br />determine the scope of practice for credentialed emergency medical services personnel by <br />establishing the medical skills and medications that may be used by credentialed emergency <br />medical services personnel at each level of patient care; and <br />Whereas the North Carolina Medical Board has indicated in their list of “Approved <br />Medications for Credentialed EMS Personnel” that paramedics are allowed to administer the <br />prescription drug “buprenorphine” under specific requirements; and <br />Whereas Orange County Emergency Medical Service (“EMS”) System is required to <br />have a defined scope of practice for all EMS personnel functioning within the EMS System with <br />parameters set forth by the North Carolina Medical Board pursuant to N.C. Gen. Stat. § 143-514; <br />and <br />Whereas the Orange County EMS System is required to have medical oversight of the <br />system provided by a medical director; and <br />Whereas the medical director has defined the scope of practice for EMS personnel <br />functioning within the Orange County EMS System who meet certain requirements; and <br />Whereas the County desires to enter into this Memorandum of Agreement has acquired <br />buprenorphine. <br /> Both Orange County Emergency Services and Piedmont Health Services understand this <br />program is being implemented in accordance with the Orange County EMS Medical Direction <br />and the North Carolina State Office of EMS. <br />Conditions <br />Piedmont Health Services <br />1.
