ORANGE ORANGE COUNTY GOVERNMENT <br /> ORANGE TRANSPORTATION SERVICES DEPARTMENT <br /> N0Wr CAROLINA OrangeCounty <br /> i <br /> URLIC TRANSIT <br /> Item 5.d. <br /> Subject: Rebuilding American Infrastructure with Sustainability and Equity (RAISE) <br /> PURPOSE: Approval of projects for RAISE FY25 and FY26 submission <br /> BACKGROUND: The 2021 Infrastructure Investment and Jobs Act (IIJA) or Bi-Partisan <br /> Infrastructure Bill appropriates an estimated $1.5 billion annually to all local, regional, and state <br /> government for transportation improvement planning and construction projects. Currently the <br /> Federal government has invested $7.2 billion on over 550 projects across the country. The <br /> program has available funding for two more Federal Fiscal Years. <br /> Examples of such projects in North Carolina include: <br /> o $12,044,800— Holloway Street: Safe Access to Durham's Busiest Transit Route Project <br /> o $25,000,000— RTP's new multi modal transportation center <br /> o $5,000,000—Charlotte's Making Our Roads SAFER: A Cross-Jurisdictional Planning Study <br /> Applicants can submit 3 projects per year. Two types of projects can be pursued: <br /> o Capital - $5 million minimum urban, $1 million minimum rural <br /> • Highway, bridge, or other road projects eligible under title 23, United States Code; <br /> • Public transportation projects eligible under chapter 53 of title 49, United States Code; <br /> • Passenger and freight rail transportation projects. <br /> o Planning— no minimum <br /> • Preparation, or design (for example -environmental analysis, equity analysis, community <br /> engagement, feasibility studies, benefit cost analysis (BCA), and other pre-construction <br /> activities) of eligible surface transportation capital projects that will not result in <br /> construction with RAISE funding <br /> Maximum grant award is $25 million. Project submission deadlines is typically January/February <br /> for the subsequent Federal Fiscal Year. Orange County Transportation Director recommends the <br /> following three for FY25 and FY26 submissions. <br /> o Capital 1 - Regional Multimodal Hub in Hillsborough <br /> o Capital 2 - Implementation of 2024 Orange County Safe Routes to School update <br /> o Planning- Expansion of North-South Bus Rapid Transit to Hillsborough <br /> OCTS will task WSP as the on-call consultant in preparing the necessary application and staff will <br /> pursue letters of support from local, regional and state agencies. <br /> More information on RAISE grant can be found here (link). <br /> FINANCIAL IMPACT: There is no financial impact to the County. <br /> 600 Hwy 86 N - Hillsborough, North Carolina 27278 <br /> Phone (919)245-2008 - Fax(919) 732-2137 <br /> orangecountync.gov/transportation <br />
