2019 Efland-Buckhorn-Mebane Access Management Plan Update <br /> Scope of Work <br /> Scope of Work <br /> 1. In-House-County transportation staff is of professional planners, business administrators,and public servants <br /> with combined over 50 years of experience. <br /> 2. Anticipated Schedule—August 2024 kick-off- December 2024 Final Plan to Board of County Commissioners <br /> 3. Public Engagement in accordance with the Orange County Transportation Services Public Involvement Plan <br /> Task A — Analysis of Existing Conditions <br /> Staff will conduct a general planning level analysis of the current plan and transportation network: <br /> • Data driven approach using adopted and published data including locally approved Traffic Impact Analysis <br /> This is the key task for this project. Staff will collect all relevant data from publicly available sources, field work <br /> and independent research (e.g. data collection, US Census, Triangle Regional Model, NCDOT data, etc.). All <br /> information will be consolidate into clear and concise format including maps. An Existing Conditions Report will <br /> be presented before determining any recommendations. <br /> Key Deliverables: <br /> • Updated GIS maps <br /> • Charts, graphs, tables and associated narrative <br /> • Multimodal network analysis <br /> • Existing Conditions Report <br /> Task B — Public Engagement <br /> Staff will use the approved Department specific Public Involvement Plan to conduct public engagement. This <br /> includes and not limited to: <br /> • Two round of public workshop and other pop-up events in the planning area. <br /> • OUTBoard meetings and formal Public Hearing before BOCC <br /> Staff will prepare a summary of engagement and include it in the plan. The summary will include graphics and <br /> charts to illustrate the feedback received and how it helped formulate the recommendations and action plan. <br /> Key Deliverables: <br /> • 2 Public Workshops in planning area <br /> • Project specific website for continuous public engagement <br /> • Public Engagement Report <br /> Tack C — Draft Plan <br /> After finalizing the Existing Conditions Analysis and Public Engagement report, staff will draft alternatives and <br /> recommendations for short, mid and long term strategies. They will be presented the draft plan to the Orange <br /> Unified Transportation Board for feedback and again for final action.The final plan will be presented the Orange <br /> County Board of County Commissioners for public hearing and subsequent action. <br /> Key Deliverables: <br /> • Draft alternatives and recommendations <br /> • Draft 2019 Efland-Buckhorn-Mebane Access Management Plan Update <br />
