ORANGE TRANSPORTATION <br /> COUNTY GOVERNMENT <br /> TRANSPORTATION SERVICES DEPARTMENT <br /> COUNTY <br /> NoKm CALIQLLNA PUBLIC TRANSIT <br /> OrangeCounty <br /> Item 5.a. <br /> Subject: 2019 Efland-Buckhorn-Mebane Access Management Plan Update <br /> Attachment: Scope of Work <br /> PURPOSE: To approve Scope of Work for 2019 Efland-Buckhorn-Mebane Access Management <br /> Plan (2019 EBM AMP) Update. <br /> BACKGROUND: The 2019 EBM AMP (link) was adopted in accordance to state and local laws <br /> using best transportation planning practices and through extensive public involvement. <br /> The E-B-M AMP is: <br /> • A long-range transportation vision for the area illustrating roadway alignment and corridor <br /> width necessary to serve future land uses and address traffic impact as development occurs. <br /> • A plan that assists the County in promoting economic development through its development <br /> review process by encouraging developers to dedicate right-of-way necessary for future <br /> roads. <br /> The area has experienced growth (link) as indicated in the plan and anticipates even more as <br /> projected, this includes and is not limited to: <br /> Approved: <br /> • R+L Carriers—Trucking and Freight Terminal on 83.4 acres at Buckhorn and 1-40/1-85 <br /> • Medline— 1.2 Mil SF medical supply distribution center on 176 acres along West Ten Rd. <br /> • Buckhorn Industrial — Light manufacturing on 49.3 acres at Buckhorn and West Ten Rd. <br /> • West Ten Industrial — Light manufacturing on 47.5 acres at Buckhorn and West Ten Rd. <br /> • Buckhorn Business Center — Master planned light manufacturing campus on 128.8 acres at <br /> Buckhorn Industrial Parkway and Buckhorn Road. <br /> In-Process <br /> • Carolina Achieve (link) <br /> Orange County and the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization also <br /> approved the US 70 Multimodal Corridor Study. County also anticipates approving the Short <br /> Range Transit Plan in September 2024 which seeks to improve transit in the planning area.
