protects the existing stream on site with required stream buffering. In addition, the <br />project strives to protect and retain existing vegetation on site. <br />5. Preservation of Rural Land Use Pattern: The County’s rural areas are a cherished <br />component of the County’s character. Future development should preserve and enhance the <br />county’s rural landscape. <br />Staff Comment: The existing use is harmonious with the rural character of the area and <br />creates no conflicts with adjacent land uses. The proposed low intensity land use is <br />consistent and compatible with the County’s rural residential landscape, as presented in <br />the site plan. <br />6. Water Resources Preservation: The County has finite water resources to provide to future <br />populations. The protection and management of the County’s water resources should be a high <br />priority. <br />Staff Comment: The proposed project will utilize existing onsite well. A new septic <br />system shall be installed to accommodate the increase in children and staff onsite, as <br />permitted by the Orange County Division of Environmental Health. In addition, the site <br />plan provides for a stream buffer to protect water quality downstream. <br />7. Promotion of Economic Prosperity and Diversity: Development of a diversity of new <br />businesses and expansion of existing businesses should occur in Orange County. <br />Staff Comment: The existing day care facility has operated at this location since 2002. <br />The proposed modification allows for care facility to continue operations in Orange <br />County. <br />8. Preservation of Community Character: Future growth and development should occur in a <br />manner that preserves and enhances the existing character of the County, its townships, and <br />rural crossroads communities. <br />Staff Comment: The modifications propose no new development which allows the use <br />to remain consistent with the surrounding rural landscape identified in both the Orange <br />County-Chapel Hill-Carrboro Joint Planning Agreement. <br />Chapter 5 – Land Use Element, Section 5.6 Goals <br />There are several land use goals in the adopted 2030 Comprehensive Plan of relevance to Care <br />Facility (Use #19) including: <br />Land Use Goal 1: Fiscally and environmentally responsible, sustainable growth, consistent with <br />the provision of adequate services and facilities and a high quality of life. <br />Staff Comment: The location and character of the proposed use, developed according <br />to the plan submitted, will be consistent with the rural land uses of the area in which it is <br />to be located. <br />Land Use Goal 2: Land uses that are appropriate to on-site environmental conditions and <br />features, and that protect natural resources, cultural resources, and community character. <br />Staff Comment: The project shall meet all applicable erosion control, stormwater <br />regulations, and stream buffer regulations. <br /> <br />Land Use Goal 3: A variety of land uses that are coordinated within a program and pattern that <br />limits sprawl, preserves community and rural character, minimizes land use conflicts, supported <br />by an efficient and balanced transportation system. <br />Staff Comment: The existing use is located within the Rural Buffer, adjacent to low <br />density residential uses and undeveloped properties, within a rural area of the county. <br />126
